Solano Subbasin Periodic Evaluation

Five-Year Review of Groundwater Sustainability

Every five years, the Solano Subbasin evaluates progress toward long-term groundwater sustainability. This Periodic Evaluation looks at groundwater conditions, progress in implementing the Groundwater Sustainability Plan (GSP), and what we have learned since the Plan was completed.

The current Periodic Evaluation is required by the Sustainable Groundwater Management Act and will be submitted to the California Department of Water Resources (DWR) in January 2027. The Solano Subbasin GSA Collaborative welcomes public input on the Draft Periodic Evaluation.

The draft will be available through November 10, after which the team will work with the GSA Collaborative and GSA Boards to finalize the Periodic Evaluation for submission to DWR in January 2027.

Frequently Asked Questions

Why is Solano doing a Periodic Evaluation?

California’s Sustainable Groundwater Management Act (SGMA) requires periodic evaluations at least every five years. DWR uses these evaluations, along with annual reports and the GSP, to assess progress toward groundwater sustainability.

What does the Periodic Evaluation cover?

The evaluation looks at groundwater conditions and sustainability, progress on projects and management actions, and new information, monitoring, and changes since the GSP was completed.

How is this different from the Annual Report?

The Annual Report provides a yearly update on groundwater conditions, water use, and GSP implementation. The Periodic Evaluation takes a broader look at progress and lessons learned over several years.

Is this a new Groundwater Sustainability Plan?

No. Solano is evaluating the implementation of its existing GSP and is not preparing a GSP amendment at this time.

Where can I learn more?
